Up until recently a horse hair product was used. The ground is warmer below the frost line. Specialty insulation meant for underground water lines will prevent pipes from freezing. It is not tropically warm but it is above freezing.

This can cause a burst pipe but even a small crack or two can be the start of some devastating and expensive water and plumbing damage. It is not the movement of water that prevents ice from forming. You can do this with any one of six simple steps or better still a combination of measures. To keep them insulated choose one of these two installation methods.

It would be carefully wrapped around the water line with 2 or 3 layers of insulation. With a trickling faucet water with residual heat is kept flowing through the pipes. If it is freezing outside and you do not have heat inside overnight flowing water can keep your pipes from freezing. Cold temperatures can cause water pipes to freeze.

Wire tie wire would be used to hold it in place. When it comes to keeping pipes from freezing water supplies and drain lines are two different animals.
